1. A three-layer team model

The model avoids excessive centralization, reduces cost and keeps technical capacity in the communities. There are three articulated layers:

Lean central coordination. Leadership, technical, governance/FPIC, MEL, finance and communication.
On-demand specialized technical pool. Specialists engaged according to the needs of each phase and territory.
Indigenous territorial cells. A local team in each territory - the heart of implementation.

2. Central coordination

4. Indigenous territorial cell (per territory)

Sizing. A territorial cell averages 11 to 21 people. Across the 7 territories, that represents roughly 80 to 150 Indigenous members remunerated or supported - by design, the largest part of the team is Indigenous and local.
